The Asset Inventory Process
The CLEAR asset inventory was developed using assets previously identified from the NYS REDI (Resiliency and Economic Development Initiative) project, as well as additional assets identified by the CLEAR Steering Committee, and through CLEAR public engagement. This rigorous asset identification process helped determine the greatest vulnerabilities and opportunities for improved resiliency, both at the regional level and within each of the flood/erosion damaged communities. Using the DOS Community Asset Inventory and Risk Assessment Guidance, the project team reviewed the region, county and community assets impacted by the 2017 and 2019 high water events, low water conditions in 2021, and other related parcels and assets that traditionally experience flooding. Regional, county and community assets may relate to economic development; health and social services; housing; infrastructure systems; natural and cultural resources; socially vulnerable populations; and other assets of importance within each region.
